Commission on Professional Credentialing (CPC) Conducts Business Meeting
During Fire‐Rescue International
The Commission on Professional Credentialing (CPC) had a full agenda when they met on August 23,
2011 in Atlanta, GA.
The first order of business for the Commission was taking action on 37 portfolios for CFO/CMO/FO
designation/re‐designation. This brings the total number of designees to 787 Chief Fire Officers (CFO), 75 Chief Medical Officers (CMO) and 68 Fire Officers (FO).
The Commission identified their 2012 budget objectives:
Launch the Chief Training Officer (CTO) designation. This designation is under development and
the Commission expects to begin beta testing late 2011.
Expand credentialing awareness in the UK.
Develop bridge from FO to CMO using the model approved for FO to CFO. The bridge for FO to
CFO is under development and is expected to be approved by the Commission during their
March 2012 meeting.
Begin exploring the opportunity to develop a candidate credential for either the CMO or the FM
designation program.
Commissioner liaisons were appointed for each designation program:
Chief Fire Officer (CFO) designation – Commissioner Steve Locke, CFO
Chief Medical Officer (CMO) – Commissioner Norris Croom, CMO
Fire Officer (FO) – Commissioner Gary Curmode, CFO/CMO
Fire Marshal (FM) – Commissioner Alan Perdue, CFO
Chief Training Officer (CTO) – Commissioner Reggie Freeman, CFO
The CPC approved the crosswalk between the Chief Fire Officer (CFO) technical competencies and the Fire and Emergency Services Higher Education (FESHE) Program class descriptions.
The Commission is finalizing the process for reciprocity with the California State Fire Marshal Chief
Officer Certification Program. Look for details in the coming months.
The last order of business was Election of Officers.
Fire Chief Stephan D. Cox, CFO/CMO, was selected as the new Commission Chair succeeding Mr.
Rick Mason who completed his maximum three year term as Chair.
Fire Chief Steve Locke, CFO, was selected as the new Commission Vice‐Chair succeeding Chief
Tim Holman who completed his term on the Commission.
The Commission bided fond wishes to Vice Chair Tim Holman, Fire Chief, German Township Fire & EMS.
Chief Holman served as the Agency Head representing a volunteer emergency services department and completed his nine year term on the Commission. We thank Chief Holman for his leadership and the contributions he has made in furthering the development of the credentialing programs.
The Center for Public Safety Excellence Inc. (CPSE) is a 501 (c) (3) nonprofit organization established in 1996 to
award accreditation to fire and emergency service agencies and to pursue scientific research and education in the
public interest. In 2000 credentialing was developed to facilitate in the professional development and career
planning for fire and emergency service personnel.
The Center for Public Safety Excellence primary concentration is on its accreditation and credentialing models. The
accreditation model identifies and maintains optimal levels of fire and emergency services for agencies. The
credentialing model elevates and sustains the professional standards for those persons responsible for managing
and delivering essential fire and emergency services.
The Center for Public Safety Excellence conducts workshops and publishes materials specifically designed to achieve
and maintain a continuous path for quality improvement for both fire and emergency service agencies and
personnel. CPSE has a consulting service to help the fire and emergency service community meet the new public
expectations to achieve and measure standards of effectiveness for the cost and methods of delivering essential fire
and emergency services.
