PERSONNEL TYPES

 

Currently our membership is divided into five main categories. They are Active Member, Auxiliary Member, Life and Exemplary Life Member, Associate Member, and Honorary Member. Listed below you will find a brief explanation of each type of member and some of the duties they perform.

 

Active Member

An active lifetime member of the Bel Air Volunteer Fire Company is any person who can be active in carrying out the objectives of the organization and who actively participates in emergency calls, drills, and other functions. Our active membership body is broken down into three subcategories. They are Fire Service, EMS Service, and Cadet Service.

Fire Service - Any person who mainly will participate in fire suppression related activity

EMS Service - Any person who mainly will participate in EMS related activity

Cadet - Any person who is sixteen to eighteen years of age and mainly will participate in Fire/EMS related activities

Some of the requirements to be an Active Member of the fire company are listed below:

  • Each member must be eighteen years of age and be a high school graduate or possess a G.E.D., the exception being:

            a. Probationary members who are enrolled in high school. Proof of a

                satisfactory level of performance must be presented to the Chief in the

                form of a report card.

            b. Cadet members must be enrolled in high school. Proof of a satisfactory

                level of achievement must be presented to the Chief or designated

                cadet program supervisor as appointed by the Chief.

            c. Cadets are not permitted to respond to calls while school is in session.

  • Each member is required to have a physical examination.

  • Each member is to have a criminal background check.

  • Each member is to have a reference check.

  • Cadet members must have written permission of parents or guardians to become members.

  • Each member shall be required to complete a twenty-four hour orientation program.

  • Each member shall demonstrate an ability to understand verbal and written directives often during high stress situations.

  • Each member shell be able to read, interpret and apply complicated technical information involving procedures and tactics.

  • Each member shall expand knowledge by attending drills and classes.

  • Each member must complete the MFRI Firefighter I Program or its current equivalent for Fire Service or EMT-B or its current equivalent for EMS Service within twenty four months of joining this organization.

  • Each Fire Service and Cadet member must maintain a minimum number of emergency calls, drills, clean-ups and company meetings as set by the officers and Board of Directors in November each year.

Lifetime Member and Exemplary Lifetime Member

To be elected to a Lifetime or Exemplary Lifetime Member an Active member must do the following:

  • A written request must be made in writing to Personnel Division requesting Lifetime Member status.

            Note: An Active Member who has ten or more years of service and fails to meet

                    the requirements to remain on the Active Member Status shall automatically

                    become a Inactive Lifetime Member.

  • The member must be in good standing with the fire company
  • The member must have faithfully fulfilled the duties of membership and carried out the objectives of the company
  • The member must have at least ten years of "Eligible Service" for Lifetime Member Status
  • The member must have at least twenty years of "Eligible Service" for Exemplary Lifetime Member Status
  • In the unfortunate event that a member dies or is permanently disabled during discharge of fire company duties, the "Eligible Service" years are waived.
  • "Eligible Service" for the purpose of this member type is defined as each full year of service in which the member qualifies for at least fifty pension points by service to the Bel Air Volunteer Fire Company under the Harford County Pension System. The years of "Eligible Service" need not be consecutive to qualify.
  • A Lifetime Member or Exemplary Lifetime Member shall have all the rights, privileges and duties of Active Members except for the following:

            They are not required to perform active service such as drills, emergency

            responses, drills, clean-ups or company meetings.

 

            They shall have no vote regarding fire company matters

 

            They shall not participate in emergency activities unless:

 

            They have met the minimum participation requirements the preceding voting year

 

            They must have prior approval of the officers granted at an officer’s meeting and

            duly recorded in the minutes of that meeting

 

            They are specifically requested to participate by the Officer in charge at

             the time the assistance is needed

  • A Lifetime or Exemplary Lifetime Member may, after serving a minimum of one year in that status, make application to the Personnel Division for return to Active member status.

  

Associate Member

An associate Member is an person who desires to work for the good of the fire company in area other than emergency service may apply for Associate membership. The candidate shall meet all the requirements of the Personnel Division with the exception of a physical examination. Candidates for Associate membership shall be accepted upon recommendation of the Personnel Division. An associate Member shall have no vote regarding company matters. orientation of the appropriate service area shall be given by the Board of Directors. Dismissal for cause shall be made by the Board of Directors.

  

Honorary Member

An Honorary Member is any non-member who has performed an outstanding service or deed for this organization. An accepted nomination for an individual must be made at a regular company meeting by any member of this organization and voted on at the next regular company meeting. A show of hands of two thirds majority of all present members of this organization shall result in the acceptance as an honorary Member. An Honorary Member shall have no vote regarding company matters.
